Introduction
Ireland is the world's number one exporter of software, though at present only about 10% of this comes from indigenous companies. In fact the great majority of this export is only shrink-wrapped here. The opportunity currently exists to establish an enormously potent industrial base with low environmental impact. Secondly, the judicious use of IT can enrich lives in an environmentally sustainable manner.

- Encourage multinational companies to base their Research and Development facilities in Ireland.
- We are now in a stronger position than ever to call on incoming companies to bring in an R+D division to qualify for tax breaks.
- A level playing field for research institutions competing for funding in IT and Communications
- Training and capacity building to ensure that expert personnel and advice are available to Departments taking complex decisions in the area of telecommunications e.g. the Eircom IPO.
